This article examines the prevalence of kidnapping in Japan, types of kidnapping and abduction that occur there, and factors that contribute to low rates of kidnapping. The National Police Agency (NPA) reported only 8 cases of kidnapping in 2019. The most common type is parental abduction, followed by ransom kidnappings, human trafficking cases, and political kidnappings. Strict laws, effective law enforcement, cultural norms, and low crime rates help keep kidnapping rates low in Japan. The Japanese government has implemented measures to address this issue such as increasing penalties for those found guilty and providing support services for families affected by abduction/kidnapping incidents.
