However, due to the limitations of the human form and his efforts to protect Jinwoo from three other Monarchs, he ultimately exhausts the Ruler’s powers, resulting in his disintegration into light.
13. Thomas Andre

A gangster and mixed martial artist, Thomas Andre stands as the second strongest human in history. His strength derives from the Rulers who granted him their unrecognized grace. Alongside other National Hunters, he received enhanced abilities to oppose the Monarchs during the imminent war.
